County Clerk

The County Clerk is an elected position with duties set out statutorily in the Texas Constitution as follows: Article 5, Section 20 - COUNTY CLERK : "There shall be elected for each county, by the qualified voters, a County Clerk, who shall hold office for four years, who shall be clerk of the County and Commissioners Courts and recorder of the county, whose duties, perquisites and fees of office shall be prescribed by the Legislature…"

Teresa Kiel is the County Clerk of Guadalupe County, Texas, which is located approximately one hundred miles inland from the Gulf of Mexico in south central Texas and is a component of the San Antonio Area Metropolitan Statistical Area. The County population is approximately 150,000 and continues to be one of the fastest growing areas in the state.

Amending notice requirements under the Open Meetings Act

Effective September 1, 2025

Pursuant to HB 1522, 89th Texas Legislature, 2025,

Amends Government Code, Section 551.043 to require public meeting notices to be posted at least three business days in advance.  This replaces the previous 72-hour requirement.
