Honorable Teresa Kiel

Teresa Kiel proudly serves as the County Clerk of Guadalupe County, Texas—one of the fastest-growing regions in the state, with a population of approximately 190,000. Located about 100 miles inland from the Gulf of Mexico in south central Texas, Guadalupe County is part of the San Antonio Area Metropolitan Statistical Area.

Mrs. Kiel began her career in the Land Title and Real Estate industry in 1982, working with title companies and law firms throughout Comal and Guadalupe Counties. She has held a Texas Real Estate License since 1985. In 1993, she transitioned into the technology sector, managing large-scale installation projects for a national software solutions provider. In that role, she trained and supported County Clerk’s offices across the United States and the U.S. Virgin Islands. Her exceptional work earned her multiple honors, including the Excellence in Customer Service Award, Employee of the Month, and the distinguished Chairman’s Award for Excellence.

Motivated by her passion for public service, Mrs. Kiel ran for office and was elected Guadalupe County Clerk in November 2002, officially taking office on January 1, 2003. She is currently serving her sixth term.

As County Clerk, Mrs. Kiel oversees a broad range of responsibilities including the recording and management of real and personal property records, judgments, military discharges, TABC permits, assumed names, cattle brands, and all vital records such as birth, marriage, and death certificates. She also serves as Clerk of the County Courts at Law, managing misdemeanor criminal, civil, probate, mental health, and guardianship cases, and as Clerk of the Commissioners Court. Additionally, she is a member of the Bail Bond Board and serves as the County’s Records Management Officer.

A key focus of Mrs. Kiel’s leadership has been modernizing county services through technology while preserving historical records. She has spearheaded extensive preservation efforts for records dating back to the 1820s. These efforts involve delicate restoration, de-acidification, and protective archival storage to ensure these irreplaceable documents are preserved for future generations.

In tandem with preservation, she has championed a "paperless office" initiative. This project promotes electronic filing and digital document management to enhance efficiency, reduce costs, and improve access to public records—making it easier for residents to conduct business without visiting the courthouse in person.

Committed to lifelong learning and professional excellence, Mrs. Kiel has completed numerous continuing education programs focused on leadership, communications, and innovation in public service. She is a graduate of the 2012 Texas Association of Counties Executive Leadership Class, earned the NACo High Performance Leadership Master Certification in 2023, and received a Certificate of Public Leadership from Pepperdine University’s School of Public Policy the same year. She frequently speaks at conferences throughout Texas, sharing her expertise with fellow elected officials.

Mrs. Kiel plays a significant role at the state and national levels. She currently serves on the Board of Directors of the Property Records Industry Association (PRIA), a national organization that promotes best practices and standards in the land records industry. She is a past Vice President of the Urban Recorders Alliance (URA) and a Past President of the County and District Clerks’ Association of Texas (CDCAT), where she has held numerous leadership roles. She also chairs the County Clerk’s Legislative Committee and has worked extensively with state legislators and associations on legislative matters impacting local government.

Her affiliations include the National Association of Counties (NACo), International Association of Government Officials (IGO), and PRIA—allowing her to remain connected with public sector innovation across the country.

Outside of her official duties, Mrs. Kiel was a longtime member of the Sterling Silver Dance Team, performing at San Antonio Spurs games for over eight years. She and her husband Ken have been married for more than 38 years and enjoy spending time with their adult children and eight grandchildren.
